At the Table Colorado brings people together for free community conversations about what makes neighborhoods great and how to make them better. Volunteers host small groups of 8-12 people over a meal or coffee to discuss local issues and ideas. Anyone can host a table and pick a topic. The goal is to help communities become stronger and more vibrant through open discussion. After the conversations, people take a survey to share what they talked about and their ideas for improvement. This statewide event happens across Colorado to connect people from all walks of life.

The g0v summit is a biennial event which focuses on open government, open source collaboration and civic participation. It was established in 2014 by the g0v community. The past two summits have gathered speakers from 19 countries and more than 2,000 local and international participants. The summit is run by volunteers, and it itself is a huge collaborative project of the community. We aim to build an open environment for everyone. Volunteers will help write online shared notes, make livestreaming videos, and do realtime translation, all of these are released under open licenses. Besides formal sessions, we emphasize on “unconference”, which enables participants to host sessions and organize their own summit. As part of the tradition in open source events, the summit always ends with lightening talks when everyone can share their projects on the stage. https://summit.g0v.tw/2018/

But technology can also connect us and amplify our activist response. In reaction to the attacks we must tell our stories and strengthen our narratives. We need to get people involved in our causes, and use technology as a megaphone for engagement. http://megaphone.techsoupeurope.org/

Returning for a sixth year, TICTeC 2020 will focus on the impact that civic technology and digital democracy are having upon citizens, decision makers and governments around the world. Primarily, the goal of TICTeC is to promote and share rigorous and meaningful research into online civic technologies and digital democracy around the world. The conference facilitates discussion and networking amongst individuals and groups to find real-world solutions through sharing evidence of impact, and (importantly) evidence of what doesn’t work. TICTeC 2020 will bring together individuals from academic and applied backgrounds as well as businesses, public authorities, NGOs, funders and education institutions to discuss ideas, present research and build a network of individuals interested in the civic technology landscape.
What are the factors that mean a #civictech organisation succeeds or fails? @Mlsif and @mstem of @CivicHall will be revealing all in their #TICTeC session 'How To Last in Civic Tech' this Tuesday, FREE and ONLINE. https://zoom.us/j/528401903

<p>A Civic Hall virtual conversation, Wednesday April 29, noon-1:00pm EDT</p><p>When the US Congress recessed in mid-March so that Members as well as congressional staff could go home as COVID-19 social distancing measures came into effect, it did so without preparing to conduct remote deliberations. Now, Congress is stuck in limbo, trying to govern using the “unanimous consent” rule, which allows any single member to stymie proceedings and making it impossible for committees to function.</p><p>Behind the scenes, longtime democracy and transparency organizers tried before the recess occurred to get House leadership to amend the rules to allow remote voting and live-streaming of hearings and votes, but they were rebuffed in the mistaken belief that this would be unconstitutional or technically insecure or infeasible.</p><p>Meanwhile, many state and local legislatures have shifted to using Zoom and other tools to conduct proceedings, with even the NYC city council holding its first-ever digital meeting Wednesday April 22. Rep. Steny Hoyer, the number two Democrat in the House, has come out for letting Congress Zoom, but so far House Speaker Nancy Pelosi has refused to make any moves to alleviate the situation. The House was poised this past Wednesday to move a resolution that would have turned on remote deliberations on the floor and in committees, but they dropped it at the last second.</p><p>Now what? We’ll discuss the prospects for Congress working remotely with two leading civic tech experts and advocates, Daniel Schuman, the policy director for Demand Progress, and Marci Harris, the founder and CEO of PopVox.</p>

Misinformation, disinformation, and false rumors are thriving during the global COVID-19 crisis. It creates an extremely harmful situation by degrading trust in health workers and humanitarian responders, and complicating effective decision making by individuals about critical matters during the health emergency. Access to accurate, accessible, and timely information is of paramount importance for the success of COVID-19 preparedness and response, especially in conflict-affected countries and among displaced populations. During this webinar, part of the virtual edition of the ICT4D Conference and ongoing ICT4D webinar series, you will hear about three different initiatives using digital technologies to help fight misinformation. Speakers will also share how their applications relate to COVID-19 preparedness and response.

<p>@netgain</p><p>COVID-19 has exposed the susceptibility of our democratic processes to digital shortcomings, including increasing uncertainty around the ability to carry out free, fair, and safe elections in 2020 as well as the already present challenges of a high tech census. We will learn how COVID-19 affects the political and social landscape of Central and Eastern Europe and beyond. Is there a way for activists from around the world and our region to address the problems caused by the pandemic? What can we do to ensure that the worst side effect of the virus wouldn’t be deformation of democracy? In addition, we will look at whether the crisis has strengthened the belief that Open Data is, among other things, the foundation for ensuring trust and cooperation within the society. We will consider what can be done for employees and the labor market, which has been transformed under the influence of technology, and is currently facing huge challenges.</p><p>We are convinced that this is the time not only to talk about 21 postulates for the 21st century. This is the time to use the heritage of the Solidarity movement to build new ones. Our recipe for surviving the crisis is: to be together (even though separately), to work together, not to bury our heads in the sand, not to bow down to hopelessness and, most importantly, remain in solidarity.</p>
Chair: Hugh Whittall, Director, Nuffield Council on Bioethics This webinar, the fourth in the Nuffield Council’s current series of COVID-19-related webinars, will explore issues around transparency, governance, and public involvement and deliberation in the development of policy. In a statement published on 24 April, the Council set out its concerns about obscurity and lack of engagement in recent policy-making, and called on the Government to: • Show the public what it is doing and thinking across the range of issues of concern • Set out the ethical considerations that are informing its judgements • Explain how it arrived at decisions including what advice it has sought and received • Invite a broad range of perspectives into the discussion, including wider cross public representation • Consult and engage other civic interests through genuinely open for a and deliberative processes such as citizens’ assemblies. In this webinar we hope to promote wider discussion of the importance of transparency, and of public involvement and deliberation in research and policy where public interests and values are at stake. We ask whether the Prime Minister’s commitment to ‘maximum transparency’ is at least a step in the right direction. The meeting will be of interest to those in policy roles as well as interested academics, public and third sector groups, industry and members of the public. Attendees will be able to put questions to the panel through a Q&A tool. A recording and summary of the webinar will be available on the Nuffield Council on Bioethics website shortly afterwards.

It is supported by a large number of key stakeholders, including prestigious academic institutions, government departments, international agencies, non-profit institutions, and businesses.</p><p>The inception of Data for Policy, in 2015, was as a result of the observation, by academics in the field, that the rapidly emerging and developing digital technologies can be utilised to inform and direct public policy. The central idea was to bring together technologists and those involved in public policy, and thereby facilitate an interdisciplinary forum of discussion.</p>#dataforpolicy2020<br><br> \;

<p style="">Make Democracy Great At Last! Real innovations to augment democracy</p><p style="">Challenging times call for inventiveness and resilience. But are governments equipped to face today and tomorrow’s crises? Civic Hall Brussels, Liberté Living Lab and the Brussels Policy Lab invite you to an online summit to learn how collective intelligence done well can help meet new challenges.</p>
<p>The events of 2020 have exposed critical weaknesses in the public benefits programs Americans rely on to protect our families, communities, and economy. Seventy million people faced jammed phone lines, requests for faxed or physical copies of forms, and overwhelmed websites to access stimulus payments and unemployment insurance (UI) during the pandemic. Better technology may not be enough to guarantee the effective administration of public programs like unemployment insurance, but broken technology is certainly preventing it.<br><br>Recent proposals by our panelists’ organizations have identified federal coordination, systems modernization, and deploying digital service teams to clear applicant backlogs as solutions to the UI crisis. State governments and federal agencies could facilitate access to public benefits by collaborating to develop interoperable technology platforms that use open source software and modular design. This strategy would allow individuals to identify themselves digitally and validate their eligibility for benefits with any government agency at a fraction of the current cost.<br><br>As Congress pursues long-term recovery efforts in response to the pandemic, a movement is growing for policymakers to dedicate resources and talent to developing the digital infrastructure required to provide faster, smarter, more secure public sector technology systems. In this time of multiple crises, the world is deep in the throes of the COVID-19 pandemic, economic turmoil, and a historic uprising for Black liberation. It is a time of reckoning. Yet, as author Arundhati Roy writes, this time may also be seen as a portal, a "gateway between one world and the next."<br><br>Emerging technologies will clearly be important to our passage through this portal. And what are the consequences for the people AI is biased against? When MIT Media Lab researcher Joy Buolamwini discovers that most facial-recognition software does not accurately identify darker-skinned faces and the faces of women, she delves into an investigation of widespread bias in algorithms. As it turns out, artificial intelligence is not neutral, and women are leading the charge to ensure our civil rights are protected. </p><p>In Coded Bias, Director Shalini Kantayya illuminates our mass misconceptions about AI and emphasizes the urgent need for legislative protection. From facial scanning used for policing and surveillance to automated HR systems that mirror and magnify workplace prejudice, these technologies are created with fundamentally biased building blocks. Emboldened by these remarkable and troubling discoveries, Buolamwini charts a way forward by joining ranks with other concerned experts to form a justice league committed to increasing awareness of the biases that underlie the technology that shapes our lives yet is largely free from legislative and public scrutiny.</p><br><a></a>

This year we are not running a full Personal Democracy Forum edition, but … let’s meet in a different way We are hereby starting the series of online meetings "Personal Democracy Forum CEE 2021 - Talks". We would like to invite you to the first talk. Join us for a special panel on 4th February, 3 pm CET - “Civic tech without b.s. But this time for real”.<br><br>There are some similarities between the Civic Tech community and an extended family. From time to time we get together and have dinner parties (calls, meetings, training, conferences). We smile here, nod there. We discuss important issues and complement children of other family members (projects). As a family, we are generally convinced of collectively doing an important and beneficial job. To keep a good atmosphere we don’t discuss much of what bothers or irritates us (at least not officially, during the dinner). But… Let’s imagine we had one glass of wine more than usual - and we are 100% honest. What would happen?<br><br>Let’s check together We are going to talk about:<br><ul><li>Why do we have a tendency to reinvent the wheel?</li><li>Why are some of the projects “flashy” (and sometimes it is really just shiny plastic) but not significant?</li><li>Why can you hear off the record that “we’re not listening to each other”?</li><li>Are we a community of partners or rather a community of competitors?</li></ul><br>Panelists:<br><ul><li>Johanna Pruessing - Open Society Foundations</li><li>Joanna Rohozińska - Beacon Project (International Republican Institute)</li><li>Krzysztof Izdebski - ePaństwo Foundation</li><li>Moderation: Matt Stempeck - Civic Tech Field Guide</li></ul>We will discuss the report: “More civic than tech: civic tech community in Central-Eastern Europe and Central Asia, the audience of the Personal Democracy Forum CEE and the impact of PDF CEE on civic technologies development.” Supported by a grant from the Open Society Foundations. Stay tuned to get access to the report.<br><br>Sponsored by N

Join us for our next Engaged Journalism Exchange connecting researchers and practitioners interested in engaged journalism. In this session we'll be reflecting on lessons learned from efforts to use engaged journalism practices in connection to 2020 election coverage. Hearken's Bridget Thoreson will share her experience collaborating with researchers on the Citizen Agenda project and the resulting Elections SOS project that seeks to help journalists in responding to election information needs. Sue Robinson, professor at the University of Wisconsin, will reflect on leading research efforts for the Citizen Agenda project, and how she adapted the project for journalism schools by creating engagement modules that were shared with instructors around the U.S., and creating a project in collaboration with a local news organization and the Local Voices Network. We'll also have opportunities for small group discussions to explore your experiences and questions about how engaged journalism practices may be used to share election and other civic information. The Engaged Journalism Exchange will be hosting a series of these discussions in the lead up to our AEJMC preconference (either online and/or in New Orleans, TBD) on August 3rd. We will share updates to those who RSVP. Hope you can join us!

<p>Citizen-driven participation through digital tools has different shapes and forms. This conference will contribute to a better understanding on the benefits of broader citizen-driven participation and will promote a more profound acceptance of applying digital tools for civic participation among decision-makers and the society at large.</p><p>The goal is to assess the state of play of civic tech and to discuss its relevance – not only with practitioners in the field (as it happened during the three corresponding workshops in 2020) but also to include a wider range of stakeholders, such as policy makers and researchers. This will then not only help to identify how to further support and enable the growth of citizen-driven e-democracy tools, but also provide the space for a controversial debate.</p><p>Agenda: To view the agenda, please click here: \;<a href="https://ecas.b-cdn.net/wp-content/uploads/2021/02/Agenda_final.pdf">https://ecas.b-cdn.net/wp-content/uploads/2021/02/Agenda_final.pdf</a></p><p>Registration: To register, please click here: \;<a href="https://forms.office.com/Pages/ResponsePage.aspx?id=yGsSWpvQ1kCVYZLQigoTgqIuevsO-lJLmQfjYjrcUvBUNjkwRDU3SlhKNzhUNU81QjFBTTc1M0FJWi4u" id="ow241" __is_owner="true">https://forms.office.com/Pages/ResponsePage.aspx?id=yGsSWpvQ1kCVYZLQigoTgqIuevsO-lJLmQfjYjrcUvBUNjkwRDU3SlhKNzhUNU81QjFBTTc1M0FJWi4u</a></p>

Last year had more than 1,500 people from 42 countries participate in Good Tech Fest and we are striving to make this year's event the most global, representative, and accessible yet!If you're new to the Good Tech Fest community, we work to utilize data and technology for social impact. Unlike other nonprofit or social sector technology conferences, we are very much focused on program and field technologies. Basically, how can we use technology to further our mission? We wrestle with topics of access, equity, and responsibility. We work to make killer applications with the resources available to us. We know that data has the insights we need to improve our programs. While we often are talking about technology, our real passion is impact. Good Tech Fest is an impact conference first and foremost.
<p>With rapid advances in technology and data infrastructure, new applications and approaches to responsibly and ethically use data to improve our society are ready for adoption. The legal framework established by the Evidence Act in the federal government and maturing leadership roles for chief data officers, evaluation officers, and statistical officials suggest a realm of new abilities, possibilities, and uses of government data. Data capabilities can align with and encourage effective policy implementation, including for national strategies for addressing social equity, reducing disparities in economic mobility, improving public health, and more. \;</p><p>During the Data Foundation’s four day virtual symposium, May 18-21, in partnership with George Washington University’s Trachtenberg School of Public Policy and Public Administration, participants will engage with peers and colleagues in the data community on timely, relevant topics facing our country’s use of data for an equitable, data-informed society. \;</p>

<p>Taking place online, this year’s ODI Summit explores the relationship between people and data.</p><p>Over the past year, the role that data plays in our lives has come into sharper focus: from the news stories we read to the apps where we report our health and the services we use every day.</p><p>We have all become ‘data people’ – more conscious than ever of the data we produce, use and share, and the decisions made using data about us.</p><p>Never again can data be the preserve of an expert minority. It is increasingly the lifeblood of businesses, communities and society at large. And when these groups work together, the data becomes so much more valuable to everyone.</p>
<br><p>Join the Twin Cities Innovation Alliance (TCIA) this November to explore new research and technology, activate recommendations, share resources and tools, and collaborate on solutions to advance data for public good.</p>
The summit was created for people interested in using data and technology to transform their communities and address pressing public problems. Participants will be informed and inspired by a global panel of experts speaking about the most pressing issues of our time, including AI ethics, affordable housing, DEI, data literacy, impact measurement, U.S. census data, combating hate/dangerous speech and more!

At the heart of the Narrative Observatory @ Harmony Labs are people. By centering people in our research we can understand to what extent they encounter an issue, narrative, or type of content, like disinformation, in their media and cultural intake. It can help us to better understand vulnerabilities, opportunities, and risks, and to form hypotheses for narrative intervention. So, by the time we are ready to produce content, we know who we should be speaking to, how, and where. Join us for a deep-dive into 4-values based audiences we’ve developed at Harmony Labs and learn how they can be useful for all kinds of narrative and culture change work.

In creating technologies that are liberated from biases and harms, our approach to designing and researching must centre on the very values of care and inclusivity we seek to experience in our use and deployment of technology. Thus this session asks, How might we centre care, inclusive and non-extractive approaches to civic technology research and design within our communities? What methodologies have we used and how are they being remodelled and developed to fit our current realities and address ethical questions other methods fall short of? In this session, we will look at different research methods which include but are not limited to academic research, human-centered research and more. Participants will form opinions on which methods best suit their work and which are most appropriate for the current issues being investigated within the civic technology space. <br><p>In 2022, FNF Global Innovation Hub published \;<em>Public Money? Public Code! A Guide for Governments and Civil Society</em>. Mr. Franklin Weng, the author of this guide and the president of Software Liberty Association Taiwan, used easily understandable language and examples of daily scenario that civil servants and the public encounter to help readers to painlessly grasp technical terms such as open source, FLOSS software, and open standard. Also, the Guide explains why Free/Libre and Open Source Software (FLOSS) is the key to improve transparency, accountability, accessibility, and effectiveness of public digital service. It enables readers to establish \;<em>Public Money? Public Code!</em> \;as the mindset of perceiving public digital service: If a public digital service is built by using tax payers’ money, it should be supervised and examined by them as all public infrastructure. Finally, the Guide also provides practical policy recommendations on enhancing the use of FLOSS in governments.</p>

Join our next research-to-practice talk online to hear two international democracy experts discuss the latest research findings and how to apply them to strengthen and sustain citizen engagement in legislative institutions. In the midst of a global decline in public trust and a rise in populism, people are becoming more dissatisfied with legislative institutions, which have long been seen as the hallmark of democracy. As a result, legislative authorities are increasingly adopting more participatory and deliberative initiatives to involve the public in their work and decision-making. Based on her work in Kenya’s legislative institutions, Brenda Ogembo will discuss how to sustain citizen engagement in ways that are not dependent on donor funding. She has experience conducting research on deliberative and participatory democracy as both an academic researcher and a practitioner working with government entities. John Kinuthia, senior program officer at the International Budget Partnership Kenya, will review the practical implications for NGOs and governments. This research talk is the second in a series prioritized by People Powered members in the 2022 planning process.

<p>This devroom dedicated to everyone developing public code - open source code that implements public policy, used for the public good, and by public organizations like governments, public administrations and state corporations.</p><p>We are looking for contributions that would fit within the main theme of the devroom. Below are some questions that could inspire your proposal:</p><ul><li>have you tried to replicate and/or co-develop with another public organization? what did you learn along the way?</li><li>do you have any procurement and/or governance models (or hacks!) that helped you use, reuse and co-develop public code or digital public goods?</li><li>are you working on and/or using some awesome public code or digital public good that has the potential for reuse, and the world needs to hear about?</li></ul><p>If you have another idea for a talk that you think would fit, please don't hesitate to let us know! We hope that this will be an opportunity for everyone to meet and exchange ideas about public code and digital public goods around the world.</p>

<p>Nonprofit organizations can use data to help communities and funders better understand their work. But how do you know which data to use? And where do you find it? And critically: once you have data to share, how can you use it to tell a story about your organization?</p><p></p><p>TechSoup is collaborating with <a href="http://datacommons.org/"><u>DataCommons.org</u></a> and Tech Impact’s Data Innovation Lab to help answer these questions. We know that organizing the data you need in a meaningful way can be difficult, especially if the data comes from many different places. In this webinar, you will learn how <a href="http://datacommons.org/">DataCommons.org</a> helps to address this challenge, and how we are working together to make it as easy as possible for small organizations to use public data to share stories about their work and impact.</p>

<p>This 3-part series is for anyone who wants to support more powerful grassroots action across a country, region or continent with some of the most effective tools available. Whether you’re a funder who wants to support people power movement-building, a coalition staffer, a tech enthusiast, or a grassroots organizer who knows more is needed and wants to know what to ask for, this series is for you.</p><p>Under-resourced groups can significantly expand their movement-building impact if they have access to specific tech tools and a platform that’s easy to use. Often frontline groups are the least resourced: local campaigns, grassroots activists and underrepresented groups in the climate and other movements are fighting with little support.</p><p>Using Tipping Point UK to illustrate and other examples such as implemented by Friends of the Earth and a U.S. movement tech hub, we’ll show how tech infrastructure is being set up to enable small groups to engage activists, build their list, launch petitions and other actions, and build leadership at no cost to the groups. This infrastructure is now supporting a whole range of climate and other campaigns.</p>

Data justice has continued to gain traction as a useful framework for engaging with the implications of the growing emphasis on datafication across social and public life. Yet we still struggle with understanding the impacts and ramifications of the rapid turn to data infrastructures on the ground and how people are responding. We are too often limited by speculation or a focus on particular technologies that lack insights from lived experiences. Moreover, when impact and responses are discussed, they are often centred on the individual dimension over the collective one, even as these technologies come to shape and shift the make-up and meaning of communities and groups– and thereby politics. What, then, shall we make of collective experiences in the datafied society? In what ways are people and communities impacted by the growing use of data in society, and what are their responses? How do we study and conceptualise this effectively? What are alternative ways of thinking and organising datafication? And what are the implications for data justice? This two-day conference will explore impacts, lived experiences and forms of resistance in relation to datafication. Hosted by the Data Justice Lab at Cardiff University’s School of Journalism, Media and Culture (JOMEC) in the UK, it will bring together international scholars, practitioners, activists, and community groups to discuss the meaning and practice of social justice and collective experiences in a datafied society.
